PAL / Attestation Letter Explained

A Provincial Attestation Letter, or PAL, is part of Canada's study permit cap system for many applicants. Whether you need one depends on your level and situation.

What the PAL does

The PAL confirms that your study permit application falls within a provincial or territorial allocation. Many college and undergraduate applicants need it before submitting a study permit application.

Who may be exempt

  • Some master's and PhD students at public universities
  • Certain exchange students or specific applicant categories
  • Applicants covered by current IRCC exemptions

Why timing matters

You usually need your Letter of Acceptance first, then the school or province process determines the PAL. This can affect when your study permit application can be submitted.
